Reps to exempt Army from envelope budget system

A House of Representatives panel yesterday said it would push for the exemption of the Nigerian Army from the envelope system of budget.


The panel said the move was in view of the myriad of challenges before the army. The envelope system is one in which the Budget Office provides a specific amount for an agency, without recourse to its actual demands.

Members of the committee on army, chaired by Rima Shawulu (PDP, Taraba) made the declaration during a budget defence session with the Chief of Army Staff, Lt. Gen Tukur Buratai.


The panel said going by what they saw during their recent visit to parts of the North East, the Nigerian Army needs more funding.

Shawulu said there were details that needed sorting out in the Army’s 2018 budget proposal and resolved to set up a sub-committee to work on it.

Buratai had appealed to the panel to call on the Budget Office to exempt the Nigerian Army from the budget envelope system, in view of the ongoing engagements of troops in all parts of the country among other issues.
