How APC’s contractor breached law on fundraising – NCC

Short Code is a 5-digit number allocated by NCC to VAS and telecoms operators for the purpose of reaching out to subscribers through short messages (SMS). It must be used solely for the purpose for which it was allocated, according to NCC.  
But NCC’s Director of Public Affairs, Dr Tony Ojobo, said at a press conference in Abuja yesterday that the commission stopped the VAS provider hired by APC’s Buhari-Osinbajo Presidential Campaign Fundraising Committee from sending SMS to Nigerians because it did not notify the commission before using it for political purpose.
Ojobo explained that a Short Code licencee, who intends to use its code for other purpose than what it was allocated for, must first send a written notification to the commission within a minimum of seven days of the planned publication of the adverts or SMS, in order to ensure that such message meets certain standards and requirements as stated in the Nigeria Communication Act 2003.
He said NCC granted permission for VAS providers contracted by Jonathan/Sambo in 2010 and Governor Fashola Campaign Team in 2011 because they met the NCA requirements.
