Extra-judicial killings: Police to stop firearms use for routine patrols

The acting Inspector-General of Police, Mohammed Adamu, yesterday described extra-judicial killings by police officers as unacceptable.

Speaking in Lagos while addressing officers and men of the command at the Police College, Ikeja, he said in the long term, rather than the use of firearms, the Force would, henceforth, use technologies and weapon systems such as electro-muscular disruption technology, commonly known as Taser or Stun guns by police.

“It will be used for routine patrols as a strategic approach towards reducing incidents of fatalities associated with misapplication of lethal weapons by the police.

“In perfecting these initiatives, we shall be engaging with human rights bodies, international agencies, development partners and civil society organisations.”

The IGP warned that any policeman arrested for misusing firearms would be dismissed charged for murder; while their supervisors, divisional police officers and area commanders would be held liable for such misconduct.

Adamu condoled with the families of those killed by policemen in Lagos and other parts of the country, assuring that justice would be done.

“This visit has become expedient in view of recent trend of unprofessional conduct by some personnel who in utter disregard to their professional trainings, international protocol, constitutional dictates, Force policies and ethical standards have continued to drag the force into act that pitch us agonist the citizens we were engaged, paid, and statutory obligated to serve and protect.

“From January to April Lagos State recorded four incidents of misuse fire arms which have resulted in extral judicial killings of young citizens of this country and injury to others. More worrisome is that two of these incidents occurred within the last two weeks. Aside negating on our professional callings, extral judicial act of any descriptions or level by any police personnel is unacceptable. And normally, that creates distrust and disdain between the citizens and their police and widens the trust gap between them, even most concerning is that the fatalities that resulted from such in discretional deployments of legal force leave behind trials of unbearable internal pains and sorrows within the families, friends and associates of the victims.
